Most scheme updates adapt several credits and update the underpinning requirements. This one is different, and it’s long overdue. RFO V7 is the first real rebuild since 2014, and the version it replaces had long stopped keeping pace with the latest thinking in Net Zero, biodiversity and ESG reporting.
The scale is significant: two standards where there was one, a new Resilience category carrying one of the highest weightings in the scheme, and embodied carbon moving from nice-to-have to core workstream. For anyone assessing existing buildings, this is the most consequential change in over a decade.
1. A long-awaited update, aligned with today's sustainability landscape
The previous RFO scheme was published in 2014. Since then, the industry has seen significant developments in climate policy, building regulations, net zero commitments, biodiversity legislation and ESG reporting requirements. V7 has been developed to respond to these changes while creating greater consistency across all BREEAM schemes.
One of the most significant structural changes is the alignment with BREEAM New Construction V7. This creates a more consistent experience for project teams working across refurbishment and new-build schemes, with common approaches to key topics such as resilience, operational performance and biodiversity.
V7 also introduces a standalone Fit Out assessment route, allowing smaller-scale and tenant fit-out projects to achieve certification without assessing the wider building scope. This provides greater flexibility for occupiers and project teams delivering Cat B and interior fit-out projects.

2. Resilience becomes a dedicated category
The headline addition is an entirely new Resilience category.
Previously, resilience-related requirements were dispersed across different categories, covering issues such as flood risk, climate adaptation, security and durability. V7 brings these topics together under a dedicated category that takes a more strategic, future-focused approach to risk.
The new resilience framework includes:
- High-level climate and hazard risk screening
- Detailed resilience and adaptation assessments
- Implementation of adaptation and mitigation measures
- Measures to reduce vulnerability to human error and malicious damage
- Consideration of local and community resilience outcomes
The logic is straightforward: climate resilience, physical security and durability together determine whether a building stays functional, insurable and valuable, so V7 assesses them as one category rather than scattering them across the scheme.
3. Greater focus on operational performance
As with New Construction V7, the refurbishment and fit out schemes significantly strengthen the emphasis on how buildings perform once occupied.
These new issues have been introduced:
- Ene 02 – Operational Energy Prediction
Projects are now encouraged to move beyond design-stage compliance and predict actual operational energy demand through more robust modelling and performance forecasting. The aim is to help address the well-known gap between designed and actual energy performance. - Wat 05 – Operational Water Prediction
A new assessment issue requires project teams to forecast operational water consumption and demonstrate strategies for monitoring and managing water use in practice. - Enhanced monitoring and performance management
Additional requirements relating to metering, monitoring, commissioning, performance tracking and post-occupancy management reinforce BREEAM’s growing focus on real-world outcomes rather than design intent alone.
The direction is clear: BREEAM increasingly rewards buildings that perform in use, not just buildings that model well on paper.
4. Embodied carbon and life cycle assessment move centre stage
As operational carbon becomes increasingly decarbonised, attention has shifted towards the emissions associated with materials and construction. V7 responds by substantially strengthening its approach to embodied carbon and whole life carbon assessment.
Key changes include:
- More rigorous life cycle assessment (LCA) requirements
- Assessment across multiple project stages, from concept design through to as-built
- Greater alignment with recognised standards such as EN 15978
- Benchmarking of embodied carbon performance
- Enhanced reporting requirements and opportunities for public disclosure
The updated methodology closely mirrors the approach already adopted in New Construction V7, providing greater consistency across BREEAM schemes and aligning with wider industry frameworks including RICS and EU Taxonomy expectations.
For many project teams, embodied carbon assessment is likely to become a more significant workstream than under previous versions of the scheme.
5. Health and wellbeing receives a major restructuring
The Health & Wellbeing category has undergone one of the most substantial revisions within the new standard.
A key change is the restructuring of the former Visual Comfort issue into three distinct topics:
- Natural Light
- Electric Light
- Non-Visual Effects of Light
The introduction of non-visual effects reflects growing awareness of the impact that lighting has on circadian rhythms, sleep patterns and occupant wellbeing. Assessment criteria have also been updated to align with current industry best practice and emerging standards.
Another notable addition is the new Safe & Accessible Design issue, which promotes:
- Inclusive and accessible environments
- Universal design principles
- Safer user experiences
- Improved access to amenities and facilities
Alongside updates to thermal comfort, air quality and acoustics, the revised category places greater emphasis on creating healthy, inclusive and user-focused spaces.
6. A complete overhaul of the ecology framework
Refurbishment and Fit Out V7 replaces the previous ecology methodology entirely and adopts the biodiversity framework developed for BREEAM New Construction V7.
This updated approach introduces:
- Quantitative biodiversity assessment methodologies
- Alignment with biodiversity net gain principles
- Use of recognised biodiversity metrics and tools
- Earlier ecological engagement within the design process
- Stronger requirements for ecological enhancement and long-term management
The shift represents one of the most fundamental changes within the scheme and reflects the wider industry’s move towards measurable biodiversity outcomes rather than qualitative ecological assessments.
Project teams should expect biodiversity considerations to become a more prominent part of refurbishment and fit-out projects than under previous versions.
7. Supporting sustainable finance through EU Taxonomy alignment
Another important driver behind V7 is improved alignment with the EU Taxonomy for sustainable activities.
Across multiple categories, the scheme now incorporates requirements that support key Taxonomy objectives, including:
- Climate change mitigation
- Climate adaptation
- Circular economy principles
- Pollution prevention
- Biodiversity protection
BREEAM V7 can generate Taxonomy-related reporting outputs, helping investors, asset managers and developers demonstrate alignment with evolving sustainable finance requirements.
As ESG reporting requirements continue to grow, this alignment is likely to increase the value of BREEAM certification as part of wider sustainability and investment strategies.
Looking ahead
BREEAM RFO V7 represents a major evolution in sustainable retrofitting, reflecting the built environment sector’s growing focus on resilience, operational performance, whole-life carbon and occupant wellbeing. The introduction of a dedicated Fit Out pathway also provides greater flexibility for occupier-led projects, ensuring assessments are more closely aligned with project scope and responsibilities.
For project teams, the emphasis is shifting beyond design intent alone. Increasingly, projects will be expected to demonstrate how they perform in operation, respond to future challenges and deliver long-term value throughout the asset lifecycle.
